Union Public Service Commission (UPSC) Civil Services Examination

  • Nationality:
    • For the Indian Administrative Service, the Indian Foreign Service, and the Indian Police Service, a candidate must be a citizen of India.
    • For other services, a candidate must be either:—
      • a citizen of India, or
      • a subject of Nepal, or
      • a subject of Bhutan, or
      • a Tibetan refugee who came over to India before the 1st January 1962 with the intention of permanently settling in India, or
      • a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.
    • Provided that a candidate belonging to categories (b), (c), (d), and (e) shall be a person in whose favor a certificate of eligibility has been issued by the Government of India.
    • A candidate in whose case a certificate of eligibility is necessary, may be admitted to the examination but the offer of appointment may be given only after the necessary eligibility certificate has been issued to him/her by the Government of India.
  • Age Limit for UPSC:
    • A candidate must have attained the age of 21 years and must not have attained the age of 32 years on the 1st of August, 2023 i.e., the candidate must have been born not earlier than 2nd August, 1991 and not later than 1st August, 2002.
    • The upper age limit prescribed above will be relaxable:-
      • up to a maximum of five years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe;
      • up to a maximum of three years in the case of candidates belonging to Other Backward Classes who are eligible to avail of reservation applicable to such candidates;
      • up to a maximum of three years in the case of Defence Services Personnel, disabled in operations during hostilities with any foreign country or in a disturbed area and released as a consequence thereof;
      • up to a maximum of five years in the case of ex-servicemen including Commissioned Officers and Emergency Commissioned Officers (ECOs)/ Short Service Commissioned Officers (SSCOs) who have rendered at least five years Military Service as on 1st August 2023 and have been released:
        • on account of physical disability attributable to Military Service; or
        • on invalidment.
      • up to a maximum of 10 years in the case of candidates belonging to Persons with Benchmark Disabilities (PwBD) categories viz.
        • Blindness and Low Vision;
        • Hearing Impairment;
        • Locomotor Disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy;
  • Educational Qualifications:
    • A candidate must hold a Graduate degree in any of the Universities incorporated by an Act of the central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University under Section 3 of the University Grants Commission Act, 1956 or possess an equivalent qualification.
    • Candidates who have appeared at a qualifying examination the passing of which would render them educationally qualified for the Commission’s Examination but have not been informed of the result as also the candidates who intend to appear at such a qualifying examination will also be eligible for admission to the Civil Services (Preliminary) Examination.

  • Restriction on applying for the examination:
    • A candidate who is appointed to the Indian Administrative Service or the Indian Foreign Service based on the results of an earlier Examination and continues to be a member of that Service will not be eligible to appear at the Civil Services Examination-2023.
    • In case such a candidate is appointed to the IAS or IFS after the Civil Services (Preliminary) Examination-2023 is over and the candidate continues to be a member of that Service, the candidate shall not be eligible to appear in the Civil Services (Main) Examination-2023 notwithstanding having qualified in the Civil Services (Preliminary) Examination-2023.
    • A candidate appointed to the Indian Police Service based on the results of an earlier Examination and continues to be a member of that Service shall not be eligible to opt for the Indian Police Service on the basis of the result of the CSE-2023.
  • Fee:
    • Candidates (Except Female/SC/ST/Persons with Benchmark Disability Candidates who are exempted from payment of fee) are required to pay a fee of Rs. 100/- (Rupees One Hundred only) either by remitting the money in any Branch of State Bank of India by cash or by using Net Banking facility of any bank or by using Visa, Master, RuPay, Credit, Debit Card, UPI Payment.
  • How to Apply:
    • Candidates are required to apply online by using the website upsconline.nic.in. It is essential for the applicant to register himself/herself first at the One Time Registration (OTR) platform, available on the Commission’s website, and then proceed for filling up the online application for the examination. OTR has to be registered only once in a lifetime. This can be done anytime throughout the year.
    • In case, the candidate wants to effect any change in his/her OTR profile, it shall be allowed only once in the lifetime after the registration at the OTR platform.
    • The Commission has also decided to extend the facility of making a correction(s) in any field(s) of the application form for this examination from the next day of the closure of the application window of this Examination. This window will remain open for 7 days from the date of opening of the same, i.e., from 22.02.2023 to 28.02.2023.
  • Admit Card:
    • The e-Admit Cards are issued on the UPSC website upsconline.nic.in normally 2-4 weeks before the examination.
  • Reservation:
    • A candidate will be eligible to get the benefit of community reservation only in case the particular caste to which the candidate belongs is included in the list of reserved communities issued by the Central Government.
    • The OBC candidates applying for CSE-2023 must produce OBC (Non-Creamy Layer) certificate based on the income for the Financial Year (FY) 2019-2020, 2020-2021, and 2021-2022 and issued on/after 01.04.2022 (after the completion of FY 2021-22) but not later than the closing date of the application for Civil Services (Preliminary) Examination-2023 i.e. 21st Feb 2023.
    • A candidate will be eligible to get the benefit of the Economically Weaker Section reservation only in case the candidate meets the criteria issued by the Central Government and is in possession of the requisite Income & Asset Certificate based on income for Financial Year (FY) 2021-2022 and issued on/after 01.04.2022 (after the completion of FY 2021-22) but not later than the closing date of the application for Civil Services (Preliminary) Examination-2023 i.e. 21st Feb 2023.
    • If the category indicated by a candidate in the application form for Civil Services (Preliminary) Examination is an Unreserved category but the candidate subsequently writes to the Commission to change the category to a reserved one, such request shall not be entertained by the Commission.
